Funding allocation models
A part of the base research funding to universities in Sweden is based on a bibliometrics indicator. The current allocation model is to be replaced in the near future, and the Swedish Research Council (VR) has presented a proposal for a new model, FOKUS.
The current model
Two indicators are used in the current model: the amount of external research money a university attracts (10%) and a bibliometrics indicator (10%). The bibliometrics indicator weights publication volume and citations from Web of Science. The table below summarizes the results for funding allocation in 2016.
The coming model
In 2013 the Swedish government gave VR the assignment to develop a new allocation model, and in December 2014 a proposal was presented to the government. If accepted it could become the basis for funding allocation first for 2018. Some of the proposals in the report:
- Included in the analyses will be academic quality (70%), potential for quality development (15%) and impact outside of academia (15%)
- Evaluations will be conducted by expert panels
- Panels will be supplied with publication profiles and, where relevant, citation data
- Evaluations will be conducted every 6th year.
